After welding that all up I discovered that I must have made my brace too wide. When I tried to mount the fender, the bottom wouldn't line up with the bottom of the rocker. Plus the bolt that went in from the bottom was hitting the brace and I had to create a little indentation to accomodate the bolt. So it had to come apart.
